Where could PyeongChang go?

 

 

Gunilla Lindberg, Chairman of IOC Coordination Commission came to Korea many times and gave enough strong messages and warnings to Pyoengchang for its lack of progress in preparations under IOC's usual nice words of compliment and encouragement. It was followed by unanimous adoption of Agenda 2020 at Monaco IOC Exordinary session.

Korea was embroiled in divided public opinion for 2 months with ideas of event sharing with foreign country like Japan or with domestic possibilities. Even without Agenda 2020, a Kangwon Province organization was passing a resolution to threaten cancellation of Winter Olympics in the absence of ample budgetary support of central government. Other organization raise environmental issues.

 

President Park Guen-hye has clearly stated that the Games will be held within the territory under Korea's responsibility. Gunilla Lindberg also stated that there will be no sharing of the Games but she did not fail to demand acceleration of preparations of the Games under the usual tone of IOC encouragement. I have also stated clearly the same process on TV: Chosun, DongA, Arirang TV's and YTN radio several times.

 

Now, Korea should stop unfruitful argument but to prepare the Games within the time limit to organize a successful games.

There are many hurdles for success of PyeongChang Winter Olympics. We should realize Agenda 2020 is not targeted at Pyeongchang. It is the aftermath from Sochi's spending 51 billion dollars and withdrawal of bidding cities from Sweden, Switzerland, Poland, and even Oslo with no financial guarantee of Government. Only Almarty and Beijing are left as bidding cities for 2022. Furthermore, Pyeongchang showed serious delay, and warning had to be given. Images of Korea which showed Korean strength to the whole world through successful organization of Seoul Olympics is gone.

 

In December, a Japanese correspondent asked IOC President Thomas Bach on his intention and learned that Bach will respect the will of Pyeongchang. Korea had no such information. Japan was shocked by dreamy Korean news report that Luge of PyeongChang could be swapped with Tokyo's Badminton. PyeongChang had to spend hundreds of millions of dollars in 3 continual bidding of 12 years. Already 4 years have passed since Games were awarded and 3 years remain before the Games.

 

Success of bidding was not just because of effort of one PR firm or presentation by official and athlete but is the total effort of people, government, sports, business, starting from out-of-no-where.  It took 20 years to build winter sports. Annual Winter National Games, winter Universiade, and Winter Asian Games helped to build the base.

People of Nagano of Japan were embarrassed and said "Do they want us to spend a lot of money for one sport of other country?". Tokyo is saying "who's writing all these fiction of 

 

Tokyo to share badminton with Korea?". Tokyo has enough money and infrastructure. Governor of Tokyo indicated they could hold soccer match in Osaka and Fukushima.

At this time, national sentiment of Japan and Korea must also be taken into consideration. 2002 FIFA World Cup was decided as co-hosting from the beginning. Situation is different now. Some politicians raised possibility of co-hosting with North Korea.  Politically and ideally, it might sound fantastic. It's up to the IOC in the first place but even then, it involves many practical issues. Even for 3 sports, it involves customs,  immigrations, security, accommodation, transportation, IBC, MPC, satellite, medical, etc. North Korea must be completely open. And who will pay the bill?

 

Now what PyeongChang should do is to prepare realistic and economic Olympics and negotiate with IOC if necessary. Seoul Olympics also had many problems such as 4 South-North sports talks or boycott threat of Soviet blocs. They were all solved with help of IOC, and then IOC President Juan Antonio Samaranch.

Tokyo decided to use existing facilities for 2 sports instead of constructing new venue as in bid file, thus saving 250 billion Yen after negotiation with IOC. Tokyo is to save 120 billion Yen by modifying main stadium construction. IOC is there to help successful organization of the Games. Opening Ceremony at Alberville, Lillehammer, Innsbruck, Nagano were all at open ground of Jump Tower. IOC never demand construction of indoor hall for opening ceremony to be torn down after one use at expense of 100 million dollars. We do not need Ivory tower to be torn down.

 

PyeongChang must construct facilities, train personnel, operate venue and cooperate with IOC, IF, NOC and media and do the marketing. PyeongChang needs capable and fully dedicated personnels. It does not need those who are busy with their own business. Three years is not too far.

Pyeongchang Winter Olympics is more than money. It is a great Winter Festival of mankind. Korea has the mission and responsibility to organize a most successful Games, leaving legacy and not the liabilities. Everybody knows Korea has that much capabilities. It requires unity and pride.  It requires wisdom and dedication.
